The Division of Drinking Water has created a new Regulatory Analysis Unit and is looking for someone who enjoys technical challenges combined with dynamic interpersonal relational skills. The State Water Resources Control Board’s Division of Drinking Water has an opening for a Supervisor I in the Program Management Branch. The position is located at 1001 I Street, 17th Floor, Sacramento, CA 95814.

Duties: 

Primary duty is to lead the Regulatory Analysis Unit within the Division of Drinking Water in the development of regulations and statutes and directly perform the most complex duties as specified in the Duty Statement.

This Supervisor I position supports the State Water Resources Control Board’s (SWRCB) mission by providing the highest level analytical and programmatic support to the Program Management Branch, increasing the Division of Drinking Water’s (DDW) capacity to conduct and complete public health research and regulation development. The Supervisor I is a working supervisor in a policy-sensitive, multi-faceted program development and implementation capacity, with a focus on public health enhancement through drinking water, recycled water, and laboratory regulations. The Supervisor I is responsible for the review, analysis, management, coordination, and adoption of the most difficult and sensitive regulation packages; serving as the team lead responsible for monitoring and coordinating the work of analyst staff within the Program Management Branch; and the performance of the most difficult and complex analytical duties involved in regulation development. The Supervisor I plans, implements, monitors, evaluates, and makes recommendations on a variety of DDW special projects, including program evaluation and planning and policy analysis and formulation. This position requires the Supervisor I to maintain consistent and regular attendance; communicate effectively (orally and in writing) with the public and/or other staff; develop and maintain knowledge and skills related to job-specific tasks, materials, methodologies, tools, and equipment; complete assignments in a timely and efficient manner; and adhere to SWRCB and DDW policies and procedures regarding conduct, attendance, and leave. The Supervisor I is expected to maintain the confidentiality of documents and topics pertaining to sensitive program matters at all times.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
