The State Water Resources Control Board’s Division of Information Technology is seeking an Information Technology Manager II (ITM II) to lead the Business Management Branch.

Duties:
Under the general direction of the C.E.A. and consistent with good customer service practices and the goals of the State and Regional Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments.
The Information Technology Manager II serves as a senior leader within the Division of Information Technology, overseeing the Water Board’s IT Portfolio to support strategic goals and business objectives. This role is responsible for organizing, planning, coordinating, and directing all activities related to the day-to-day operations of the Business Management Branch. The manager provides leadership in developing and improving people, processes, and technology, ensuring that IT resources are managed according to Board priorities. Key duties include IT policy and program development, portfolio management, process reengineering, business analysis, research and development, strategic planning, and product delivery strategy. The manager also establishes standards and procedures for enterprise project and portfolio management and provides oversight for all phases of project management and system development life cycles, ensuring efficient and effective delivery of IT products and services.
Additionally, the manager is responsible for developing, administering, and maintaining IT project management and governance policies, procedures, standards, guidelines, and tools. This includes monitoring compliance with approved processes, serving as the primary liaison to control agencies, and overseeing the preparation and submission of Project Approval Lifecycle (PAL) documents, budget proposals, and legislative analyses. The role involves direct supervision of staff, including recruiting, training, and evaluating personnel, as well as planning branch workload and ensuring appropriate resources are allocated. The manager is expected to foster effective communication and working relationships with executive management, state agencies, vendors, and business stakeholders, and represent the Division of Information Technology at meetings and conferences.

Working Conditions
Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.
In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required.
Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.
In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
